The King Road Mine: A Project Update

As Tarmac America moves into 2010, we look back on the previous year and the progress we have made toward the opening of the King Road Mine. This newsletter will help keep our many supporters informed of the status of the project and our plans for this year and beyond.

In 2009 we revamped the project website, www.kingroadmine.com, which provides up-to-date information on the status of the King Road Mine, along with results of all studies and reports Tarmac has completed. We encourage the community to visit this website often to get the latest facts and information regarding the King Road Mine project.


KRM moves to 2013 opening; construction slated to begin in 2011

The biggest news coming from Tarmac was the decision to delay the start date of construction by one year — from 2010 to 2011. Tarmac officials had initially estimated a four-year period to secure the many federal, state and local permits required for the project, but later realized this schedule was ambitious given the scope of the project.

A 2011 construction start date means the mine is expected to open in 2013, following a two-year construction phase.

The one-year delay does not change the parameters of the project, noted Jeff Harris, Plant Manager for the King Road Mine, but further ensures the community that Tarmac is moving through the process in a very deliberate way to address every question and concern. Permitting Update

Tarmac received their draft Industrial Wastewater (IW) Permit from the Florida Department of Environmental Protection (FDEP) in December and their final permit in early January 2010; adding it to the Air Permit it received from the agency in 2008. With these two critical permits in hand, Tarmac is poised to complete requirements on the remaining permits by the end of 2010.

Currently, Tarmac is awaiting responses to Requests for Additional Information (RAI) which the company submitted in February 2010 to the FDEP for the Environmental Resource Permit and the Southwest Florida Water Management Division (SWFWMD) for the Water Use Permit. At the federal level, the US Army Corps of Engineers (USACE) is in the process of preparing an Environmental Impact Study (EIS). The draft EIS is anticipated by June 2010. Finally, Tarmac will apply for a Special Exception from the Levy County Commission later this year once all state and federal permits are farther along. This local approval allows mining operations in Levy County, and will be the final — and key — piece of the project, bringing us closer to the start of construction for the King Road Mine.


Community Involvement

Since 2005 when the decision was made by Tarmac to locate the King Road Mine project in Levy County, the company has sought to become an integral business and civic partner in this community. In 2009, Tarmac continued these efforts, providing grants and funding for many organizations, including:

  • Area high schools for scholarships and athletic programs
  • Florida Sheriff’s Youth Ranches for at-risk youth
  • Suwanee River Livestock Show and Auction
  • Levy County Humane Society
  • LARC

A Look Ahead to 2010

Tarmac is encouraged by the tremendous support it has received for the King Road Mine project from many members of the community who recognize the economic and community benefits that will be derived once the mine is up and running.

A newly-revised economic forecast shows the King Road Mine will become a key business component of Levy County and the surrounding area, helping the community recover from the nationwide economic downturn.
